The target language for this worksheet is must, must not, have to, don't have to and can. The way I used it was to first have students guess what the school rules were in my old school (in the US). Next, I read the sentences and students checked their guesses. We then compared these rules with their own school rules (in Japan). Finally, students write the rules they would make if they were the principal.
